   What an immense structure! It must be quite frustrating to be able to admire it only from the outside... Like "you can look but you can't touch" situation

      we just went there for a new leather armor,
      but nope, - can't open the gate.
      a short way downhill are besieging forces with all the trimmings,
      but they won't even talk to me (keine zeit, bin im dienst)
      so i think, it's quest related.

      What I can remember someone shows you a hidden path through the woods into town, but I could imagine that this path is barred before a certain main-quest stage

      Great view of the city and the castle!
      
      This reminds me of an episode of the "Let's play Nehrim" series I follow on youtube. The player of this series tried several times to enter the city by trying to jump from the mountain on (or over) the walls (just out of curiosity if this would work). 
      But no chance. Whenever he was close enough to dare to jump (a suicidal jump of course ^^) his character immediately fell to his death into a suddenly appearing abyss. This abyss is some sort of a additional barrier build by the mod creators.
      So for now there is no chance to enter this city.
      
      Rumor has it that you can only get there at the very end of the main quest.
