Dont use pak or MXML neither of these will be read by the game. The new file structure is this:
Steam\steamapps\common\No Man's Sky\GAMEDATA\MODS\Your Mod Name\
so an example mod file path would be
Steam\steamapps\common\No Man's Sky\GAMEDATA\MODS\Your Mod Name\METADATA\SIMULATION\SOLARSYSTEM\BIOMES\BIOMEFILENAMES.MBIN
In cases where the game DOES NOT LIKE sub biomes added, MBINCompiler should give you a compilation error when you try to convert the MXML to MBIN as I discovered working on my personal "Paradise Spawner" mod. Originally the only goal was to bump lush biomes spawning but I saw entries for sub biomes and started to play, realizing other people had come before me and done the same stuff sans paradise.
If the author returns to this mod I hope this comment helps them update it and they don't scream at the monitor wondering why none of their changes are showing up in game like I did. LOL

I hope we get an update for BPG sooner or later. Essential mod to enjoy NMS at it's full potential.
Depending on how exactly game files change in an update, sometimes some mods continue to work without needing any updating, but it's a case by case basis depending on the mod in question.
I'm not fully familiar with the new system yet, but it would probably require a significant, maybe even full rewrite, and the improvements would be far less dramatic than they used to be. It may be time to just let WoodyMontana move on and consign this mod to the hall of legends. Thank you for many years of beautiful mountains and fantastically improved vistas, Woody, we will never forget what you did for this wonderful game!

The only way to use a mod that hasn't been updated for Worlds II is if you install the previous version of NMS, which is a bit fiddly but perfectly possible.
