Changes Planet Rings to use a more vibrant color palette.

Replaces the Planet Rings palette with a much more vibrant and colorful one. Please see the before and after pics on the Media tab.
Now choice of 8 different palettes. Only use one of these .paks in MODS at a time
Manual Installation :
Place the .pak into NMS Install\...\PCBANKS\MODS
Delete or rename PCBANKS\DISABLEMODS.TXT
Mod Edits :
METADATA\SIMULATION\SOLARSYSTEM\COLOURS\BASECOLOURPALETTES.MBIN
For install and usage of AMUMSS to self update the mod or combine with other mods using the included Lua script please see AMUMSS How To
