There are multiple ways items can be awarded. Most items are given with the "SelectAlways" type. This means that it will always select something from the list of items it can give. Crates use the "Select" type, which doesn't force something to be given. So if all percentages just fail, it returns nothing. The mod just changes this type from "Select" to "SelectAlways".
The mod not only changes the "Select" to "SelectAlways" for size "Small" and "Medium" on Crates and Barrels, it also changes from "GiveAll" to "SelectAlways" on size "Large" . Not sure what effect that gives.

Seems like interesting and much needed thing. They are often way to often empty.
But... how does it edit them? Same Loot table they normally have? Just not 0%?
