It lets the player aim at any place for a pulse drive, even close to actual marker position, but without snapping to them unless you almost directly aim at them.
Andarius found the right spot for generic markers, reducing snapping from 10 to 2 and I also slightly reduced snapping to Space station from 5 to 4. I since did a few tests and we can really finely pick which marker we want to reach when you have a bunch of them on a distant planet, or just travel close to them but not to them if we want to.
I was often annoyed by that forced aim in the past but I felt it was more and more present since Waypoint update and remembered Andarius' mod. It was unfortunately broken by the 4.0 update so I asked him if he intended to update his mod again or if I could do it and he was ok to let me continue to update this mod. So here is this fine mod up again. Enjoy
