Enables the pre-Beyond left-right starship pan steering.

Enables the pre-Beyond left-right starship pan steering.
You can steer to the left and right by just using your keyboard, you don't need to move your mouse anymore. This makes for much more precise movement, and also reduces the roll motion caused by the mouse significantly.
NOTE: The steering actions are not bound to any key by default. You need to do that yourself in the control options.
How to get this working for controllers (courtesy of Exosolar):
Set your keys for the turning controls, then through Steam's controller configurer, set your controller inputs to those keyboard keys.
