Set Mech Miner Tool (terrain editor) recharge fuel and discharge rate (slower) the same as multitool.

This mod change Mech Miner Tool recharge fuel from carbon to metal (i.e. the same as multitool terrain manipulator). It is also decreases discharge rate, aprox 3 times slower.
Installation:
Copy .pak file from downloaded archive to %GAMEDIR%\GAMEDATA\PCBANKS\Mods directory.
If there is no Mods directory - create it.
If there is DISABLEMODS.txt file in %GAMEDIR%\GAMEDATA\PCBANKS directory - remove it or rename it to simething else (ENABLEMODS.txt, for example).
Uninstallation:
Remove ExocraftMinerCharge.pak from %GAMEDIR%\GAMEDATA\PCBANKS\Mods directory.
Files changed:
METADATA\REALITY\TABLES\NMS_REALITY_GCTECHNOLOGYTABLE.MBIN,
so any mod changing this file will be incompatible - i.e. any mod which tweaks technology values.
Mod assembled with AMUMSS, lua file included.
