Fleshes out Reputation/Karma by tying rewards and penalties to dialogue and quest choices that did not previously have them.

Description:
An ongoing project to add more push and pull to Karma/Reputation stats through new rewards/penalties to certain quests, dialogue, and player actions.
These are primarily to my taste and I will push updates as I come across more events that could use a judge-y vibe.
Events are executed via dialogue event handlers, and are configurable via ini file
Changes as of (November, 2024):
- Robbing graves rewards negative karma and negative reputation for the appropriate settlement (Goodsprings, Novac), and Arcade will respond negatively to grave robbing
- Dialogue choice to Boone at the end of his quest rewards either negative or positive karma
- Donating medical supplies to Julie Farkas rewards some Karma (disabled by default)
- Donating scrap metal to Jack at Nellis AFB rewards some Karma
- Negotiating a truce between NCR and the Kings nets a minor Freeside Rep penalty, reflecting the uncertain and frustrated dialogue you hear from locals
- Blackmailing Troike into setting the thermite nets a Karma penalty
- Drinking Alcohol rewards negative karma, is also tracked a new misc stat, "Alcohol Consumed" (disabled by default)
