   Does he use vanilla nightstalker texture? Or rather, if I have a nightstalker retexture, will it also work on him?

      He uses vanilla textures, as stated in the description, Lucian requires no mods or DLC. Your retextures should indeed apply to him since he's using the nighstaker model and textures

      Companions will do that, and I mean, he IS a nighstalker, scaring the hell out of people is kinda their thing, even if this one is quite friendly to most people

   it appears he doesnt interact with water.. like at all. he just walks on the floor below the water

      he also sometimes comes to the surface of the water but hes not swimming hes sorta just standing on/in the water

      I don't think nightstalkers have a swimming animation, and having checked the swimming box, that would likely be why him going into water is strange.
