      ^This. For some reason Vegas Vic never appears in the game, but if it had then it would be super obvious to everyone who Victor's supposed to be. Just like how Mr. New Vegas was based off of Wayne Newton aka 'Mr. Las Vegas' and how Jane was based off of Jane Russell.
