TTW is not listed as a requirement--does that mean it works with plain FNV too?

  Not necessary, only TTW added/modified weapon mods have this issue.

  Just TTW from my quick check of all the weapon mod descriptions. Mainly an issue with weapon mods that had their GRA tag removed + a few others. ~30 in total.
