yeah because that's intended. this is labeled a lore fix but a part of jacobstown's existence is that it's meant to protect super mutants with mental impairments from the hate that they would get in the outside world.
It would. Even 1st generation super mutants were a mixed bag they weren't all intelligent, you could trick the ones in Necropolis into thinking you were a ghoul after all. It was only 'Prime Normals', aka people with low radiation exposure, who became intelligent Mutants.
