Adds Ghost People to the Ghoul Leveled List after returning from the Sierra Madre.
Also changes factions accordingly so there is no infighting.
compatible with my Trog Integration mod.
experimental Master of the Madre version in optional that only adds Ghost People if player allies with Elijah.
