Inspired by Hunt:Showdown's fantastic gunplay I decided to try and implement the most important part of what makes that combat so good in as simple and vanilla firendly way possible. Being able to 2-shot anyone with any gun, and be 2-shot in return, is in my opinion the cornerstone of "swordfight-like" gun fights.
Health is now determined by END only, with only 25 HP gained per END.
Gun damage is significantly increased and standardized by ammo caliber. Since New Vegas also has the factor of NPCs wearing Armor, Larger caliber guns and shotguns have been adjusted to compensate. If your character is a weak milksop, armor up. There is also an optional Armor Values plugin that increases the DT of armor significantly, details further down.
Laser and Plasma based damage has also been standardized

There is an optional Armor Values plugin to bring armor DT to a level that to me seems appropriate balance-wise and lore-wise. In general, armor falls into specific categories and are also standardized.
