A new version of NVMIM has come out (1.12.8). Even with the new update as always load Mac10 AFTER (below) NVMIM for additional fixes. Mac10 already contains these fixes where relevant. The same goes for the new 3.3.3 TTW release.
I did check, and the fire truck in the collapsed overpass tunnel still says "SEARCHLIGHT". Though after my first comment, I downloaded the original mod and enabled the ESP, and it still doesn't work.
nvdlc04_firetruck.nif. If you use Collision Meshes or some other retexture or mesh replacer mod and it overwrites that NIF then the texture won't work.
If you do use Collision Meshes, then make sure Mac10 overwrites it.
Yes packing into BSA is recommended, only reason I don't ship a BSA for this mod is because mods like NVMIM and YUP do not pack the assets into BSA and loose files always overwrite BSAs which would mean the average user would loose out on a lot of fixes. But yeah if you are going to pack this mod into BSA you must also pack YUP and NVMIM.
But yeah I been wanting to update the description to mention it's recommended to pack this mod in BSA.
For example, another mod by you, “Navmesh Overhaul”, is correctly 81003. Is it not the case that there is some kind of id written inside the mod itself?

It jumps to nexusmods.com/newvegas/mods/10 . modid in meta.ini is wrong. It's set to “10.”

I wouldn't worry about it being wrong though. it doesn't effect the game in any way.
