The original mod has closed permissions--furthermore, it uses assets the author of that mod themselves had to get permission for, which of course only apply to their mod. Did you get permission? This is a pattern with you and your work. Stop rereleasing people's work. Even with open perms, it's a scummy move, because all you're doing is downscaling--which isn't even helpful for modern systems. I'm not sure you realize how texture resolution and performance actually relate.

It's not brownie points. I don't like seeing this stuff happen. He has already stolen the work of people I know more than once. One one occasion, he stole the same exact mod, had it taken down when the author requested it, and then tried uploading it again a second time anyway.
