My take on the cut exploding satellite dish scene, with voice!

To trigger this scene, simply activate the four control panels at Black Mountain before killing Tabitha or reuniting her with Rhonda. She will rant at you over the radio, blow up one of the dishes (you can find the wreckage behind Helios One afterward), and come out to beat you into a pulp.

The remnants of the original scene seem to suggest that it was meant to occur while you were trying to capture the Black Mountain comms array during either the NCR or Legion main quests (or you had to realign the dishes for the BoS during Eyesight to the Blind?). While adding new main quests would be cool, it's apparent that those ideas originated from early in the game's development, before Quarry Junction or the precise scale of the Legion-NCR conflict were fully thought out. The NCR's interest in Black Mountain did partially make into the final game, but the full breadth of it doesn't account for Neil's presence as the gatekeeper, the closure of I-15, or the NCR's lack of manpower to deal with such things.

There's also some related cut (and fully voiced) dialogue for Tabitha's rants featuring Raul, but restoring it would not make sense given that he's locked in the prison by the time you get there.

Therefore I opted for the more bare-bones approach of basically only working with the leftover scripts, and came up with something that is incidentally very similar to Sandbox's old mod that does basically the same thing but without voice (according to the scripts that might have been the original plan anyway!). Given that I've had her version in my LO for awhile it was definitely an inspiration for this mod, so make sure to check it out and endorse!

The issue with Tabitha's struggle to path up to the control platform (where you flip the switches) persists. It's because the vanilla navmesh is godawful there and the tris are too small for super mutants to walk over them. I recommend using Navmesh Overhaul to fix this.

On the off-chance that you happen to notice actors getting stuck on the fallen dish, I would be willing to make a navmesh fix for it. The solution (enabling and disabling the cells' navmeshes via script) is too tricky to warrant an attempt without further justification.
