It removes the level cap limit on the bobbleheads so if your skill is at 100 already it'll be able to be raised past it, or if one of your stats is at 10 it'll be able to go past it.
Without this, if your skill was already at 100 and you grab a skill bobblehead you wouldn't be able to get the bonus skill points from the bobblehead.
If you're not using a skill/stat level limit uncapping mod like Limitless Stats then this won't do much of anything.
