This mod aims to add more reactivity to Fallout 3, as well as featuring minor NPC and clutter additions and integrating some furniture markers from the DLCs.

This is a TTW conversion of D.C. NPCs for Fallout 3. The mod has been thoroughly inspected and cleaned in xEdit and the appropriate TTW fixes have been forwarded where necessary.

Any bugs you find in this conversion, please do not report on the original mod, report them here and I will fix them. 


Description

Fallout 3 has a good amount of reactivity, mostly seen through random encounters. Despite this, certain locations and groups could use some more. Why don't the Outcasts expand beyond their fort, despite being a well-armed group trying to get in contact with the western Brotherhood? Shouldn't there be a few less Super Mutants around upon completing the main quest? 
D.C NPCs aims to expand where the base game and Broken Steel didn't go far enough, as well as addressing a few inconsistencies like Aqua Pura never being delivered to some Brotherhood outposts and Fort Independence lacking the Outcast equivalent of Scribes, Specialists.

Brotherhood of Steel

A Brotherhood soldier has been placed outside Arlington Library.
Recovering the Virgo II dish for Three Dogs and clearing out the bunker between the Museum of Technology and the Washington Monument will cause the Brotherhood to reconquer the area after 2 days (can be done even after the main quest).
Upon speaking to Rothchild after escorting Dr. Li  at the Citadel, the Brotherhood will get rid of the raiders and set up a small outpost at F. Key bridge. Assuming they aren't killed, they will relocate to the ruins of the Citadel should it be nuked at the end of Broken Steel.
Clearing the unmarked raider camp near the Flooded Metro will turn it into a Brotherhood checkpoint after 2 days.

After the events at the Purifier:

The entrance of the Citadel will no longer be left unguarded. For some reason, everyone guarding it is disabled in vanilla.
Several supermutant in Pennsylvania Avenue will be disabled and a couple Brotherhood soldiers patrolling will appear.
The Super Mutants found on the way to Rivet City and near the Irradiated Metro will also be disabled, and some Brotherhood soldiers will patrol these locations.
MDPL Mass Relay Station will become a Brotherhood outpost, and Aqua Pura crates/barrels will appear around occupied Brotherhood locations like Pennsylvania Avenue and the Washington Monument.
A Brotherhood recruiter will appear in Rivet City, and recruitment leaflets can be found at the market and in the Muddy Rudder.
If the player sends Sarah Lyons to activate the Purifier, a grave will appear outside the Citadel. 
Completing Who Dares Wins by destroying the Mobile Base will enable a few wounded Brotherhood soldiers inside the Citadel, two will guard the metro entrance to AAFB, and three more will be working with vertibirds around the base. The Talon Company camp near Arlington Library will also become a Brotherhood outpost.


Brotherhood Outcasts

Upon activating the Purifier, the Outcasts will occupy Fairfax and SatCom Array NN-03d, and raider graffiti and hanged bodies around those locations will be disabled. Note that they will occupy these locations regardless if the player had visited/cleared them or not.
Outcasts Specialists and a few robots have been added inside and around Fort Independence. Two Outcasts Initiates can be found training just outside, and there's another guard in front of the entrance.
Nuking the Citadel at the end of Broken Steel will cause some Outcasts to scavenge inside its ruins after 3 days.
An unused Outcast logo found inside Operation Anchorage's files has been restored and placed outside Fort Independence. (note, it's just a recolored Brotherhood logo, I rotated it to make it look similar to the actual Outcast' symbol.)
The Outcasts will occupy Wheaton Armory after 2 days if the player kills the raiders there.


Megaton 

Detonating the bomb will cause one Megaton survivor to appear in Rivet City and he'll live there.


Big Town

A trader and his brahmin will spawn after 3 days if the town is saved from Super Mutants.


Slaves/Lincoln Memorial

If the player completes Head of State by helping Hannibal Hamlin and the slaves, two escaped slaves, three guards and a trader will appear at the Memorial after 7 days. Two abolitionists will also spawn in Megaton and Rivet City to spread the world of the newly established town. If the purifier was activated, some Aqua Pura will also appear around the memorial.
If the player helps the Slavers, the Memorial will be occupied by Super mutants after 3 days. Completing Who Dares Wins by targeting the Mobile Crawler will cause the Brotherhood to take over the place after 3 days. Note that completing Head of State this way after Broken Steel won't trigger the Super mutant/Brotherhood occupation, essentially leaving the place abandoned.



Miscellaneous

A couple dead Raiders have been added in Dupont Circle, so it doesn't look like they peacefully coexist with the ghouls near there.
A dead Regulator can be found outside the unmarked Talon Company building near Grayditch.

Killing the Roach King will make the radroaches around the world allies of the player (note that due to different faction assignment, the ones surrounding the king and those inside the RobCo plant won't be affected. Since I don't want to edit those vanilla creatures, just pretend they don't acknowledge your authority.)
Some furniture markers from Operation Anchorage and The Pitt have been placed in Underworld, Lincoln Memorial, and other D.C locations.
Deathclaw eggs have been placed around Old Olney and inside the Deathclaw Sanctuary. 
There's a dead mercenary inside the Nuka-Cola Plant.
Two unlucky Brotherhood members can be found around Pennsylvania Avenue.
A broken Eyebot and a Plasma Rifle have been added in Fort Independence, so it does look like the Outcasts are researching technology.
Getting close to the Aqua Pura crate guarded by an overlord in Chevy Chase East will spawn two Brotherhood soldiers trying to reclaim it.
Based on what Paladin Tristan and Sarah Lyons say about trying to get rid of Super Mutants from D.C at the end of Broken Steel, some Brotherhood members will be found fighting with Super Mutants in Chevy Chase (more to do here).
A few Talon banners have been placed inside Fort Bannister.
Completing Wasteland Survival Guide will spawn some copies of the book in some locations.
The Mall and Pennsylvania Avenue will be overrun by Super mutants after 3 days if the Citadel is destroyed at the end of Broken Steel. If the Brotherhood had occupied part of the Mall, they will be disabled and its former Super mutants inhabitants will be back. 
A few locations will trigger extra spawns/ambushes. See that shiny Quantum? Something might spawn while you go and grab it. (locations under spoiler)
