Why can't Karl's journal be used as evidence if Karl is dead? Why doesn't the quest point you to Caesar's Fort if you don't have the Mark of Caesar? If Karl's dead and you don't have that mark, the quest gets very confused. This has gone unfixed... Until now.

Oh My Papa - Finally Fixed
So, you haven't been to Caesar's Fort yet, you haven't received the Mark of Caesar, and Karl got killed at an early point in the Oh My Papa quest (likely via the speech check). Well, you've just found evidence of Caesar's plans in Karl's journal, but for some reason you can't turn it in. The quest doesn't allow you to if Karl is dead, because the dialogue refers to killing Karl when you do.
How is this fixed?
The path of least resistance. A new dialogue option is added which is a copy of the one where you'd normally hand Karl's journal over to Papa Khan, but with the following changes:
* The check to see if Karl is dead is removed. * The dialogue is no longer flagged as goodbye, so it doesn't end the conversation. * The part where Papa Khan orders the murder of Karl is removed.
This means that Papa Khan reads the journal, it flags for the quest, and then you can continue the conversation. It actually all flows pretty naturally this way, and if one hadn't been told it wouldn't be obvious that this wasn't how it originally was. Basically, it fits in seamlessly.
TL;DR?
If you've killed Karl and you're on the Oh My Papa quest, you can still turn in his journal as evidence (you couldn't before).
Did we need another TL;DR despite the short description?
Probably, yes. Everything needs to be repeated. You never know what someone will read, or not read. So multiple redundancies for the human attention span are required.
YUP fixes this, right?
Nope! Much to my surprise. It does not. Nothing does, that I've found. There's a note about it on the Fallout wiki, but that's as far as it goes. I'm a little bit surprised too. And since I made it, I'm going to share it because it's nice to help out with bug fixes.
