Have you tried taking a look at the ghost people scripts, how they resurrect? Might work, albeit a convoluted method.
One thing you might try is having a simple quest script run every 2 seconds or so that sets the feral ghoul refs to essential for a time unknown to the player, and revert back to mortal, to appear random.

Edit: So I took a look at the ghost people script and they're pretty much set to as essential unless crippled or some other arrangements. Not too bad but 1 think I kinda want to do is allow the loot window to open like on a dead person that way the player doesn't know if they are dead or alive.
Otherwise they get the unconscious message and can tell its going to come back alive. Maybe find a way to see if player looted said inventory and when it resets the inventory, set it to empty for any additional resurrections. Not even sure if thats possible.
Hm, good points. Also the ‘is unconscious’ message would spoil things. Perhaps an ‘on death’ script attached to them with an RNG to determine if they should ‘forceanim getup’ (or whatever the FNV equivalent is) and resurrect it after a time. I wonder if it can just be done from a spell, though I fear dead things are dispelled.
