[Installation]
Use a Mod Manager or Mod Organizer 2, or just copy-paste contents of the archive into your Fallout New Vegas DATA directory.
Activate the plugin, place it anywhere in the load order (within reason of course), then play.
The Adventurer's Suitcase is located inside the Jean Sky Diving building, in the corner beside the portable generator.
Alternatively, if you have the Wild Wasteland perk, it will instead be loacated in the related Wild Wasteland encounter's location.
[Uninstallation]
Disable the mod in your Mod Manager or Mod Organizer 2, or at the very least, disable the plugin in your load order.
