Encountered this issue in the Capital Punishment modlist since it has No Sleep Until Goodsprings. You do get your stuff stolen but perks aren't given (and some other things like resetting skills and levels). They're handled in different scripts, and the activator for the perks are outside the bounds of Doc. Mitchell's house the way that NSTG changed the interior. This mod moves the activator nearer to the NTSG clinic area.
