Changes the Midwestern Brotherhood in Alton to look more like their Tactics Counterparts using Tales of New Reno Episode 2

If you have ever played Alton Illinois by EMH you will likely encounter the corpses of several Midwestern Brotherhood soldiers. They look completely unlike their Tactics counterparts however sporting Recon armor and T-45 PA instead of their classic armors. This mod seeks to change that by using the armors from Tales of New Reno 2 to enhance their look.
List of Changes
-Renames all Brotherhood NPCs from stuff like Brotherhood of Steel Initiate to Dead Midwestern Brotherhood of Steel Initiate
-Replaces the radiation resistant PA model from T-45 to midwestern
-Replaces recon armor with initiate fatigues and Brotherhood metal armor
-Slightly changes some notes to say Midwestern Brotherhood instead of simply Brotherhood and adds onto one slightly to go better with Tales of New Reno Brotherhood lore.
