Why? Because the old guy Nathan is an Enclave fan. So an Enclave theme in a megaton room is not that out of stretch at all~
Nathan is husband of Manya which is the daughter of the old chief from last generation. In term of a small town like Megaton, that's VIP class~
Actually, if you want to set script, you could set this theme to UNAVAILABLE after main char get kidnapped to Raven Rock. Because at that time Nathan was kidnapped and brought there. So Enclave should get out of fashion at Megaton by then.
