  That's the point, it's *NEW* California. NCR is emulating the United States more than the Enclave, and their flag represents this.

  The textures are actually native in-game; I meant the flag used was high quality enough to downscale and still look nice.

I closed the Cs on the vectorized version I used a bit much; In case I get enough complaints from users that it looks too much like it says "NOR", I'll release a patch.
