If you wish to utilize these assets in your own mod, remember: EGMs MUST be packed in a .BSA file to function properly - otherwise the hair will not scale or animate with the head, and will not function properly with a hat.
I dunno if I'm just dumb or something, I don't mod very often but would this work with FCO? I've been trying different things to see if I could get it to work out but I haven't been successful, but like I said not really someone who frequently mods. I am also using the hair patcher

This sounds like an EGM issue - the hair files are likely not morphing with the head.
I'm not sure the cause. My local version is scaling correctly for both Male and Female with various races. It could be you are using some kind of custom race that morphs differently, or you have unpacked the files from the bsa.
Finally, authentic hairstyles that are not out of place in the game. If you're into that, maybe you could add some Elvis Presley-esque rock 'n' roll hairstyles? Something like a rockabilly cock or devilock in the manner of the horror-punk band Misfits. It would be awesome and fit in with the setting.
I don't have any 3d modeling experience, but there are a couple other vanilla hair recommendations I have with functioning egms and hat variants.
New Vegas Haircut: This is actually great, fully functional like mine. Contains EGMs, though it does add the hair to the races. Load before any mods that make changes to races and utilize a hair patcher. One hair style.
Mo'Hair: This one adds several new styles - some of the earlier made styles included in this pack are rough, but the more recent additions are excellent. The author intends to update the earlier, lower poly models eventually so the earlier hairs will hopefully be added.
Nice, always on the lookout for vanilla-style haircuts for the simple fact they blend into the game nicely while still allowing for a wholly-unique look.
