I'm using Nevada Skies and I am getting the same issue. I'll do some trial and error and see if I get it to work. If I never provide an update, it's safe to say I found no fix.
Would a mod be possible which removes some of the particle effects such as the dust storms in Goodsprings, but leaves others such as fog? There are a couple mods on here similar, but they legit remove all particle related effects. I also use your fog based object culling mod, so I'd like to leave fog in.

I'm looking for something similar, the dreaded interior window "black" bug where the engine apparently can't handle more than 2 or 3 light sources. Is it possible to fix that too? The effect looks similar to this one, except it isn't fog but windows turning "black" (unlit).
Improved Lighting Shaders - https://www.nexusmods.com/newvegas/mods/69833 set the following in the ini iMaxLightCount = 13 bPrioritisePipLight = 1 bIncreaseLightBuffers = 1 That fixed 9/10 of the lighting bugs that I've experienced in my game. Though 13 lights can be heavy performance wise in a few cases so you could drop it to ~10. The game default is 4 light sources max.
I also get that same light flickering issue on one other texture in caves, it's the hangy down crap on the cave walls, can't remember what the mesh/texture name was but if anyone else knows what it is or had a similar issue let me know as I'd like to try fix it, i have a feeling its a blending issue with the transparency type/setting of those textures.
Aight this one is hard to notice, i only got jarred by this particular glitch once and then casually noticed it happen a couple dozen more times in the few thousand hours i played this old game, it barely even registers in the ole monkey brain. BUT it IS good to see yet another tidbit of jank fixed!

set the following in the ini

Only other issue that I was having was the trash on the ground flickering from lit to a shaded version so I downloaded this as well - https://www.nexusmods.com/newvegas/mods/73691 That got rid of the flickering litter altogther but its an improvement overall, the other fix for that didn't seem to work for me (https://www.nexusmods.com/newvegas/mods/71220)
