Good idea, but implementation should be changed. You disabled the original npc references, which are referred to both by YUP and Fallout NV scripts. Not sure how this will affect anything as I haven't looked closely at the scripts, but I know with xEdit you can move those references to the exterior cell by editing the top row (Cell) for each record. Cleaner way to move them outside, though I don't recall how persistent references are affected on existing saves in NV.
Great idea- boulder city is one of the more interesting combat zones in the game (one of the only ones tbh) and it makes a lot of sense to have a narratively significant fight in the middle of it instead of a tiny room.
