tweak the position of some Idle Markers, add some new ones

Brings some life to the Phebus couple. This mod adds some routine to Walter and Ethel Phebus. Instead of waiting endlessly on a bench, they will be able to move around, then, after your started the quest, argue (certainly about what to do with that son of a b**** Gunderson). Also, when their quest is over, they will definitely move out the Mojave instead of waiting on the Strip forever. You can see them for a last time waiting for the monorail, in the station.
