Oh, thank you - I'll open the GECK and make a plugin for that setting (unless there is a plugin-free way that comes to mind). For some reason, I thought it might be in the .ini, but maybe that's exclusive to newer titles.
For the file that maps 'C' to swap, Mo2 puts a Textures\Armor folder in the file for some reason, not that it's a big deal.
You can type in console setgs fchasecameramax 100 or do a scriptrunner to avoid .esp or use the Stewie gamesetting function. But GECK or FNVEdit is alright too ;). For the C to swap, it's normal, it's a blank folder to let MO2 install the right file in right folder. But, you're right, in this case it's not need.

Enhanced Movement comes with 3rd person leaning anims bound to those buttons, so been on a lookout for a camera mod that could mesh well with that. Thank you for at least considering this! :)

I hate to ask for more, but I don't suppose there could be also a version which has the default camera centered and with shoulder swaps/camera changes being used as a hold instead of toggle? A video of Xilandro's unreleased leaning mod, to better illustrate what I have in mind.
Or is this perhaps out of a scope of this mod and more suitable for your One More Dynamic Camera mod instead?
