It makes sense that the NCR Rangers, a small elite special forces unit that specializes in independent operations in rural areas aren't stationed in areas that are easily accessible and where major engagements are not expected because that job can be handled by the general infantry and the Rangers are needed on the frontier to counter real threats like the Legion. The Rangers were always functionally independent of the rest of the NCR Military that's why their headquarters are at camp golf, so why would there Rangers stationed at McCarron when they have radios to communicate with high command when they need to?
Thing is, Rangers and the army of the NCR are 2 different military branches. It makes sense rangers would be mainly at well, ranger stations.
Still it makes sense that there could be visiting rangers at these locations, and mojave outpost is an example of the two branches coexisting. Just giving a probable reason why rangers weren't at every NCR location.
yeah, is also very likely that you have less specialized soldiers, thus, sending them to more strategic places, points of interest etc. A thing that could contradict this is the ranger that is trapped in Vault 3, as he seems stationed in McCarran. Still, not a bad mod IMO
