Moves the Trait Menu back to after the SPECIAL book.

This is a niche mod for users that use certain trait mods.
in TTW 3.x and later the Trait Menu was moved to before the SPECIAL book, normally this isn't a big deal since the only trait that checks SPECIAL is Four Eyes.
But it causes problems for niche mod-added Traits. This is just a simple mod to make the Trait Menu appear back before the GOAT exam. For anyone that uses trait mods that depend on your SPECIAL stats being applied before.
