Love this idea, just wish it was better integrated, with NCR Rangers coming & going, and maybe a Ranger commander there to hand the ears to, etc. Maybe he's looking for someone to upgrade the base a bit, and as you complete missions, they're able to free up more supply lanes, thereby upgrading the base as you progress. Just some ideas...
For anyone having troble farming ears - Activate "An Ear to the Ground" quest by talking to Private Sexton in Camp Forlorn Hope. After that pretty much every legion member will drop an ear. Even assasins droped them for me.
it doesn't happen right away, when i leave the house and come back some time later then i found that every weapon is invisible, the Holorifle is the only weapon i noticed that turns invisible right away.
There is no quest to the ear hunt once you approach the bull graffiti you will see a prompt to turn in ears, if you have enough it will automatically reward you and you'll see another prompt for the next stage.
