UPDATE Still no change started a new save also to check but no luck. I will have to just keep trying to narrow down what I did wrong/Which mod is overwriting.
So I'm doing a WSG/TTW list and I'm having the issue. JIP and xNVSE and all other possible script extenders I have are all up to date. Tried with no mods except the script extenders and TTW and they were clothed. I checked xEdit, and nothing is overwriting this mod that I think would be causing this issue. Unless you might have an idea on what to check?
Update: I'm not sure what is going on lol. Did a couple more tests, and now it seems to be working on a new game? I wish I could be of more help. At first I thought it was the TLD patch somehow because initially when disabled it they were clothed, but when enabling it again they were still clothed upon another new game.
I'm having issues as well, thought it was assuredly due to my heavy modlist, but now I'm not 100% sure. Testing in a full vanilla game with just this mod, the original, and all the requirements, and now the intro scene in the Silver Rush won't work for me due to them having empty inventories. Jean-Baptiste has no weapon, so the scripted scenes break when he's supposed to shoot, notably the intro and killing Cass. I tried 'resetinventory' and 'resurrect' commands and neither did anything. In my original save, I was already past the intro scene when I updated this mod, I honestly can't remember if Jean had the plasma caster or his normal rifle, but I am sure this mod was active at the time, and then I brought back Cass after updating and got stuck. I've tried installing the older version and the same thing is happening in both my modded save and a fully new game. I'm still heavily leaning towards this being an issue on my side because I updated a few mods mid-save and fiddled around with stuff, but now I can't even get this mod to work by itself, even the old file. I genuinely have no clue what it could be, I'm at a loss.
Just to make sure, you do have the original Van Graff Overhaul enabled in your modlist even though the plugin should be disabled in your load order, correct? Because, without that, any custom assets from the mod won't load.
Are the edits to Gloria & Jean supposed to be scripted, or hard coded in their "NPC_" record? I suspect that might have something to do with it, as manually adjusting those values seems to have done the trick.
EDIT: After staring at FNVEdit for a bit, I think the issue is the way that the scripted distribution of the items overrides the default inventory. Helpful to say "it's a scripting issue", I know, but manually overriding the inventories of the with different items fixes the problems with VFSVanGraffThugTemplate
These changes were scripted to ensure maximum compatibility with other mods which make hard edits to the same NPC records.
Try as I might, I just cannot replicate this problem. Just tested. I start a new game, finish character creation, enable all map markers, fast travel to Freeside, enter the Silver Rush and everyone has the items they should have. I quit and reload just to make sure it sticks.
If someone can narrow down the precise circumstances where this bug is occurring, that would help figure out if it's a problem with the mod itself or user setup.

Otherwise it's something else that does scripted edits to the faction. I'll take a second look over my mod list tomorrow and see what scripts are referencing the base records.
Weirdly, the Silver Rush building itself just disappeared and one guard fell from the top of the (non-existent) building and has no body. I suspect it's an incompatibility with the Atomic Wrangler Cleaned and Enhanced mod? Would be my only guess, because I don't use any other Freeside cell changing mods.
EDIT: I'm an idiot and didn't enable the original mod. Reading the mod description a second time really does help.
EDITEDIT: Now Gloria and Jean are naked and half of the guards don't have weapons... I'll try to find out what's causing this.

I'm using Pipboy Holo Panel ESPless with the holo UI option set to only appear when wearing power armor, and unfortunately the ToTNW patch doesn't seem to make it realize that the new Van Graffs salvaged power armor is also a power armor. This leads to a situation where whenever I try to equip the new PA, I get the PA arm fully covering up the Pipboy screen but no Holo UI popping up, making it impossible to use the pipboy unless you manage to click the right part of the arm to unequip the Van Graffs PA.

Can confirm that the Pipboy Holo Panel patch works great, I can now properly use my pipboy :)
Did notice one other (completely unrelated to new patch) thing tho. The Salvaged Van Graffs' power armor only has its custom black look on a male character, while on a female character it looks like the Salvaged NCR power armor. I didn't notice it right away earlier because I didn't actually go into third person when I encountered the UI issue. Tested on a female Courier and a male companion - it has the proper van graffs color and lion only on the companion.
Just finished both Birds of a Feather and Heartache By The Number on separate saves to check out this mod, I like it a lot.
My one request, if possible, would be to have some sort of TTW balance patch for the Van Graff combat armor and salvaged power armors, as the caps values for both are based on New Vegas' inflated economy, where a single well-maintained piece of combat armor can go for 2000 caps, instead of TTW's economy with much lower cap values across the board, where reinforced combat armor's value might only be around 300 caps. I have to stop myself from looting and selling Van Graff armors after wiping out the Silver Rush because that would net me a ridiculous amount of bottlecaps. Gloria's outfit is also overvalued compared to TTW's comparable outfit values.
why not make the van graff mercs always spawn with the van graff version of the laser and plasma rifle? would look quite good with unique weapons redux - nv as it gives a unique visual for both of those
Suggestion: Make the Black Combat armor worn by the "Mercenaries" broken or have a condition of zero so it's not free good armor.
Also, pretty sure it's something on my end, but those mercenaries have mismatched colours between face and body, and I can't figure out what I've done wrong. It's probably an incompatibility with NVR2R but I couldn't figure it out.
So I checked in FNVEdit to see what records to forward from the Living Desert patch, and it appears nothing is needed? Am I mistaken on how to forward changes, do I need to actually merge the plugins?
I followed the instructions in the description but for some reason Gloria's head skin tone doesn't match her body also her brother doesn't have any armor, also in case i did do something wrong, i'm not sure what patches to use from the two mods, not sure if I should use the patches on this one or both or whatever would really like some help thanks
