I was having issues seeing the glowing notes. I had the same issue with another glowing mod. It appears with Nevada Skies mod, you need to adjust the FX setting in the TMCM to Red, Green, Blue to 255. Put Light Intensity to 1-1.25 and saturation at 1. It makes the paper visible at night with nevada skies installed. I can't take credit for the fix as it was user Saderfan who discovered it.
EDIT: I rearranged the file structure, try redownloading. I think the files being in a "Glowing Notes for Building Bridges" folder may have messed with the install if you used something other than MO2, it should now directly unpack "meshes" and "textures."
I hate to say "it works for me," but I haven't been able to reproduce it not working; fresh installed Building Bridges and fresh installed Glowing Notes from nexus so no dev files on my end. What does your setup look like? If you're using MO2, make extra sure Glowing Notes is overwriting Building Bridges, so when sorted by priority, it should be below Building Bridges (see attached image, green means the selected mod, Glowing Notes, is successfully overwriting the one above it).
I had a similar idea, but I couldn't figure out how to implement it properly. Maybe you would know?
I was thinking there could be a set of goggles that has the ability to highlight these notes in bright green. That was you could get the best of both worlds (immersion, and seeing the notes).
I like the idea of this mod still, but I just think it isn't for me.

Not sure what I did wrong, because there's literally no reason this shouldn't be working.
