I found a book called 'pollution in the DC area and you' in a house in georgetown and it says it's from this mod. It's a quest item. Does it do anything?

great port! played the old version for 3.2 like two years ago but I just want to ask if u did nerf the added weapons in this mod, I remember them being very OP
Fantastic conversion~ some of the weapons and armors are still ludicrously overpowered. Mainly the Tyrant Armors and unique combat knives. Any chance of getting a balance patch for those?

Why I can't talk with Abbot about any projects? There are options to ask him to tell about himself and farewell. I've purchased cleanups in balcony computer, bought all things in recreational area and bought all guards in guard house and purchased scientists of course yet I still can't talk with Abbot about any projects. I also done Waters of life quest by the way.
The Wastelander's Laser Rifle present in the Fallout 3 version of this mod has been cut. The meshes were a mess and the mod system was too complex to convert to the normal New Vegas version without having to spend days on something rather inconsequential. You can no longer ask Abbot about the weapon nor can you find it in Wheaton Armory.
Essentially, the only thing that could have been done with Abbot was the unique laser rifle and its upgrades, and it was too much of a pain in the rear to sort out the NIF-bashed weapon models (and do it properly at that).
