Anyone playing New Vegas mods is well aware of the White Faces bug.
The commonly accepted solution for this issue is to enable the BLoadFaceGenEGTFiles setting in the Fallout ini. However, enabling this feature has a noticeable performance impact as the game is made to generate textures dynamically.
The proper methodology is to generate the NPC texture files manually using a somewhat obscure function of the GECK, producing what is included in this download.

In order to use this mod you will need to convert your TheRepconnBlues.esp in to an ESM, including changing the extension of the file from ESP to ESM. This can be accomplished with FNVEdit. As a side benefit, this will mean npc's bodies will match their face skin tone as well.
You will also need to rename the Sounds/Voice/TheRepconnBlues.esp folder to ESM or the game won't be able to find the mod's voiceacting files otherwise.
