    Does this need to be an esm? Mojave raiders overwrites the changes this makes. So wondering if I convert it to an esp and move it down in my load order will I have any problems?

      You can convert it back to an esp using xEdit, sure. I make most of my mods esms because they take up less memory and are a bit faster. Another thing you can do is create a patch that forwards my changes to a new esp to overwrite Mojave Raiders.

    Looking at the mod, is it possible that it could be made .espless? I'm happy to give it a go. Not seeing anything initially that could prevent this from working..?

      Sorry. Not from me. I don't care for JIP script runner. I've had nothing but issues with it in the past. It's buggy and unreliable. People need to let go of this idea that esps and esms are bad. They aren't. That being said, this mod can be merged. But you may need to regenerate the face gen.

      I cannot speak for anyone else but for myself, I see it as an .esp's and .esm's takes up the finite amount mods that FNV can run, so if there is alternative option to get around that, they will always be preffered.

      I have yet to see anyone else say that .esp's and .esm's are "bad" for the sake of being bad with no explination but then I'm not you, you may well have experienced that yourself.

      Thank you for the mod nonetheless, I will be adding it to my new playthrough :)

      The problem with the JIP script runner files that people have adopted over the past couple of years is that they are fairly unreliable in my experience. They don't work consistently and are more prone to bugs and errors in my experience. They are also harder to test and debug. I prefer plugins as that's how the game was natively designed to work.

    Tbh the vault powder gangers had to develop their own gang identity, and had more than ample time to loot clothings from those whom they killed. 
    Most prison escapees, even those who form a gang of prison escapees, wouldn't keep their old prison uniform on themselves, it's a sign of their privation of freedom after all.

      Your theory only works in civilized areas where prisoner escapee can blend into the background. So keeping prisoner's outfit and identity at that time/area has not benefit at all.

      But keeping context in mind: this is Mojave. There are a bunch of gangs around like 3 ex-tribal-turn-mafia gangs, NCR prospectors and colonials (which will separate themselves from teh prisoners) NCR military, Mojave locals, Legionaire, (intelligent) ghoul groups. The prisoners would need to band together to protect themselves.

      This is one reason why the separation from V19 and NCRCF group always irk me. There's just no reason at all.

      Sure you can argue that the V19 leader has anti-NCR ideals, vision and shit. But vision is not bulletproof. Banding together in one identified group is, actually. At least enemies will hesitate a little before shooting one powder ganger to think whether there's consequence from their big group.

    Would there be a way to make them act as if they belonged to that faction? So that they are hostile to you if you've got a bad reputation with the Powder Gangers

      Yes. You could edit the factions the NPCs are a part of. Every NPC and creature in the game is a part of a "faction" which dictates who they'll friendly/neutral/hostile to.

    We need this for Primm!

    Though it would be nice to have the Primm versions altered/tipped/torn to represent their hostility compared to NCRCF/vault19.

      That's because of a setting in lStewieAl's Tweaks which adds an indicator to NPCs that you haven't spoken to.

      I'm hesitant to call it a bug. To me it was more of a weird design choice on Obsidian's part.

      i think the implication is that this particular splinter group of powders basically became survivalists after leaving the ncrcf, which is why they got rid of their prison uniforms and either stole from caravan guards or crafted their own leather armor
