Adds a dimly lit, depressing bar to Freeside. Complete with self-service medical care!

Summary
This mod adds a little Bar to to Freeside, located in that one alley with the dead body between the dumpsters, opposite from my Apartment mod. Includes a non-voiced NPC named Frank, a typical bartender type that sells, unsurprisingly alcohol and food. In a small stock room there is a makeshift clinic, complete with a 'My First Infirmary' and a teeny bit of backstory. This was my first attempt at making a Navmeshed vendor area, and as such may be rough around the edges to some, but I think it's plenty okay to release. Also includes a few bar patrons that wander the bar (wow!).
Incompatibilities
Near certain it does not work with Freeside open.
Probably other issues but are not immediately apparent to me.
Bugs
There is no north marker inside the building, making the compass not consistent with the outside of the building Fixed HERE
