I know this is out of nowhere, but could you please do a faction replacer that changes the faction fiends (including vipers, scorpions, jackals, powder gangers, khans, white legs, convicts, and thugs), into Legion? This being purely for an more entertaining NCR walkthrough, Arnold Schwarzenegger style, lol. ;)
We know why, cause Vulpes Inculta caused terror and his actions seemed to be on par to what Lanius does. Also Raiders and Brotherhood of steel would kill them quicker.
I hate to contradict a probably deliberate design decision, but I think the only thing putting me off is that these groups respawn. I can accept that a significant portion of troops would have deserted, but it does start playing with the suspension of disbelief a little if large groups of deserters are always dependably found in the same spot every three days. It's an easy enough edit on the user-end, though.
I got an idea for something in the future, what about another gang type faction to spruce New Vegas combat beyond the one dungeon with the Scorpions and the Fiends everywhere, something akin to the Thugs and belated from the original Wasteland, and the Freeside Thugs? Sort of a generic faction (a-la Fallout 3 Raiders) and a more urban-wastelander orientated take of the Raider concept (so i.e wearing Wasteland doctor fatigues, Merc Grunt Outfits, and Wasteland wanderer outfit, chance to wear sunglasses, and tinted sunglasses + ballcaps) that would focus on drug dealing and such, and have a more orthodox set of weapons (9mm + 10mm Pistols, 9mm/10mm SMGs, 12.7mm Pistols, Sawn-Off Shotguns, Hunting Shotguns, Baseball Bats, Combat Knives etc)

It makes sense that the NCR, after having retreated from the Hoover Dam, would lose a good portion of its personnel who wound up going rogue.
People will complain about literally anything.
