every skill is maxed out, read more for my method.

here was my process, i'm very proud of it and the 6,000+ hours the game was on, at least on steam.
-before i leveled up at all i made the effort to memorize by heart how to efficiently get 4000 caps, I either looted brotherhood patrols or lied to the super mutants at the mountain resort. then i got the commissary fast travel and sold the better armor and rifles, then i got the intelligence implant.

-the intelligence implant at level 1, combined with (ordinarily) taking skilled twice for +10 to each skill, getting comprehension, getting every skill except sneak and science to 70, and maxing unarmed before reading any books made for the 1300 total skill points required to become a mary sue, but that's not true because I did it legitimately with all the flaws of vanilla new vegas and I'm willing to admit my character is a sociopathic pragmatist, jury rigging being the main reason because it is an extremely underappreciated moneymaker, also i'm pickpocketing a total of 100 ncr dogtags at this point for later.

-after awhile of farming fiends and putting them next to fast travel points to then subsequently blow up and strip them to nothing, grabbing corn and other respawning plant matter in westside and the ncr sharecropper farm over and over, cleaning out 3 groups of 2-3 marked men in the second exterior cell of lonesome road, and with the power of long haul, max repair and barter, it really didn't take long to get 1,000,000 caps using the commissary "feature" if not mundane to constantly sell tons of fully repaired end game weaponry and armor for at least 1,000 caps per.

-when i got to level 30 i got really high and blew myself up with grenades over and over for tough guy, then i helped out (almost) every companion and did boone's quest and other ncr related things until i became idolized by ncr and vilified by legion, i couldn't save the monorail but i totally showed that legion prisoner who's boss. when boone's quest was done I took my grandma and her planter pot for a walk to bring cookies to hungry red skirted girl scouts and then visited girl scout hq by the river to make a cookie by cookie donation to their matriarch until they saw i had a soft heart, then i gave them all a big warm hug and was on my way because they were all warm and cozy and fast asleep after a hug and a cookie each.

-then i became a king with freeside independent from those military thugs, then the king lost his right hand man in a freak encounter with the van graffs, then i became the van graffs favorite employee, then after some more clean up and farming i got my first million around this time and found that the guy at the dam will still sell to me since i talked to him before i became a king. I became idolized on the strip and did the white gloves and omertas quests, most of the fame from turning in vault jumpsuits 1 at a time.

-then i completed the lonesome road dlc for the strip courier duster which combined with ulysses mask is +80 radiation resistance so I didn't have to take any more rad-x. then i carefully used 20 radaway while cleaning out the couriers mile, the long 15, dry wells, and doing the camp searchlight quest. some more farming fiends, marked men, plant material, and the commissary "feature" and I eventually visited the big empty and got to level 49, took small frame and wild wasteland cause every skill was maxed out.

-at level 49 I made the effort to go after powder gangers, ghouls, and fiends to get neutral karma and made sure it stayed there while i went off to zion for that last level, a lot of cave fungus for healing poultice, other things to sell, etc. that place was a cake walk next to the other two dlc's.

-finally at level 50 i visited the sierra madre and snuck past elijah with all the loot, it isn't so much max sneak as it was just letting him get close enough to the vault door so he doesn't immediately turn around.

-now that i had 1000+ repair kits from getting banned from gambling at the sierra madre mostly, and using it to repair all the high value stuff i've been saving up alongside using low value stuff to repair high value stuff, i'd made another 1,000,000+ caps. it wasn't even the most amazing thing at that point. keeping elijah's ramblings to myself for +150% critical damage because it would serve me much better than veronica, better criticals and just lucky i'm alive for another 100% critical damage. blood-nap, the courier duster, and 5 shots of implant-grx that resets at midnight every day, is all i'd need for almost anything usually encountered. elite riot gear, 3 ringed halo, 1st recon beret, and a light shining in darkness helps but only having 4 pounds on me is better for grabbing jury rigging clothes, weapons, and armor from the kind soldiers and citizens of this desert.

-At this point I did use console commands for more than tcl and tfc, but so I could make a bat to delete all the notes you don't need. schematics, recipes, and vending machine codes are the only ones left alongside "retrieve ranger morales corpse" which I couldn't find on a wiki and don't feel like opening the geck to find, and the very first note so that I know I still haven't done my job. I'll include the bat because maybe you're of the same mindset to clean out useless notes.

It is now entirely up to you, or me, to decide the fate of everyone, if you can. it's as vanilla as i could make it but it does require mods to even function. while "collecting tribute" from the strip from non-essentials I crashed multiple times and had concerns i wouldn't be able to progress in anything.
Ambassador Crocker and Colonel Moore are alive and I'm almost entirely sure after entering The Lucky 38 for the very first time will be all that's needed to finish things for General W8 & C.
Caesar's still alive because I haven't entered The Tops so I'm sure he'll appreciate the amount of pragmatism i've expressed.
Without a specific mod listed below I'm thinking because I'm a wild child on the strip the vanilla game takes that into account and freezes after taking the elevator down.
If nothing else I'm sure Yes Man is always good.

I thought about making them another overpowered companion amongst the many others people like, have a nuke go off on the far side of freeside with piles of soldiers and people alike surrounding me sitting on a bench waiting on someone to show up for my suicide quest. That just sounds like a lot of effort for little to no clout though, and I have more fun playing than I do larping. Besides that this is mostly a backup so I don't accidentally delete it and spend months playing the same stuff over and over again.

Below is a list of mods that I use alongside the vanilla game with all dlc's, to be transparent I didn't have YUP on until I was already level 50 with everything maxed out, and I only use it if I want to complete the game because otherwise I can't. Just google these and it was the first result for me.

(most likely the only necessary ones)
-new vegas script extender
-fnv 4gb patcher
-fnv infinite loading screen fix
-new vegas anti crash

(ones i've had on but probably weren't needed)
-JIP LN NVSE
-Johnny Guitar NVSE

(kept off until vanilla purposes, because the charm of new vegas is in its flaws)
-YUP - base game and all dlc's

FAQ
Q: (Almost) all companions? so you didn't do everything?
A: One companion is gone now because I'd rather have more merchants than more companions, also to do everything means to do EVERYTHING including collect everything lying around, which once upon a time I used to be that type of person and I'm pretty sure makes up 3,000 of my hours in new vegas.

Q: So you used console? so you cheated?
A: Yup. Lemme know how vanilla went for you for 1,000 hours. The only mods I've ever liked is more quests, exploring others creativity and playing the game as it was intended is what's fun to me. It's also fun to rag on other people for needing mods to be able to get anywhere.

Q: Did you cheat for everything else you have?
A: I didn't mod for anything else, but I lost track of where the legit dinner bell is at some point. I either sold it in a haze of totally legitimate hundreds of thousands of caps, or it's in a container somewhere. Lemme know where so I can delete the other one.

Q: What are your opinions on the NCR, Legion, Mr. House, and Yes Man?
A: NCR-Service rifle beats machete. Do I need to say anything else? Legion-If you don't kill them, their commander will.
Mr. House-You're only useful if you make him money, no thanks. Yes Man-I'm not dealing with an unkillable AI in charge of a robot army.

Q: the fnvdeletenotes doesn't work.
A: the load order is dead money for 1, honest hearts for 2, old world blues for 3, lonesome road for 4. I tested it to make sure the only notes it doesn't delete are the ones required to make things, ordinarily you could also delete those sometimes and still be able to make things but I tested it with yup on and you can't make anything new unless you have the recipes, schematics, and vending machine codes. Even then it's still touchy feely so I also included my personal notes which has some math, my level up playbook, skill book locations, a list of stuff to loot and keep, recipes, basic console commands and codes for testing and debugging, and notes I've taken for new california and the frontier.
