This is an NVSE plugin that will fix the infinite loading screen that may occur when trying to load a save game from the main menu. It operates similar to the mod Load Game CTD Fix for Skyrim in that when you load a save game it will force the CPU to use a single core to avoid a potential deadlock that causes the infinite loading screen. When the game is done loading it will then go back to using all the CPU cores so there won't be any performance impact when playing the game. This is only meant as a fix for the bad handling of multi-threading in Bethesda games so if you still can't load a save there is likely some other problem with your game you will need to figure out on your own.
