I had an idea of how I'd want this to work. Any idea if this mod could achieve something like this:

-My character has 145 pounds of carry weight.
-Between 145 -155(10 extra pounds) there is a speed curve.
-145 pounds is 100% speed, slowly building up to 75% speed at 155 pounds.
-Once you reach 156 pounds(Or 11 over your carry weight), your character immediately drops to 50% speed.
-20 extra pounds immediately drops you to 25% speed.

When sprinting in third person, the speed is not consistent with the speed in first person (Just Vanilla Sprint)

If I remember correctly, this is an issue inherent in Just Vanilla Sprint. Otherwise, JVS sprinting is affected by the Run Speed Modifier of my mod, so even your sprinting will slow down.

IIRC, Third person sprinting is tied to the animations, so if something is modifying the first person speed, it's bound to be different to the Third person sprint

How does this compare to Dynamic Encumbrance?

I wouldn't know, as I never looked at its files or tested it out for myself. The obvious differences is that this mod presents far more control over the penalties involved, and it doesn't feature directly "crippling" effects from super-overencumbrance.

If you would like, please describe Dynamic Encumbrance's behavior and directly compare it to this mod in reply. Perhaps attempt to replicate DE's settings using this mod's .ini, and share your findings.

Thought I'd leave a comment here since I don't see any. Very excited to try this, been wanting a system like this for years now. I think there is one on Nexus, but it is also quite old.
