Most locations in new Vegas are real places that exist irl. The ncr correctional facility is the southern Nevada correctional center which was an all male prison. Not to step on headcannon of course, but this video (which is highly entertaining for fans) details some of the specifics in terms of location and worldbuilding. But if in line with other locations and lore explanations as to why the are what they are, the ncrcf makes sense. Though I commend you for modding in general its not an easy process.

The NCRCF was an all female prison in RL, actually. Named Jean Conservancy. Also known as Jean Conservation Camp. Since the NCRCF lines up with JCC in RL, that means it was based off of the JCC. The presence of Jean's Sky Diving, a part of the town of Jean, only furthers this fact.
Cool that Mr. Sawyer posted this, but he also said that everybody had their own region to work on. With that in mind, he may have thought the NCRCF was based on the SNCF, but since he didn't work on it then he doesn't remember.
Not that it matters, they forgot about the Powder Gangers themselves halfway through development, removed everything that made them interesting. They just become a soulless tutorial bandit gang.
I personally like to believe that the NCR just kinda used whatever prison they've got for whoever they need to detain. With the apocalypse and all, there's no reason to get picky with who you throw in what prison
My point exactly. The NCR doesn't care about their prisoners or anyone who breaks the law. This point is amplified when they just decide to put a bullet in you instead of arrest you when you steal something minor like a plate.
the only group that bothers gender segrigating their slaves is the legion and they do it for sexist reasons, and these are slaves, this is a parallel to the slaves who built Americas original railroads.
