Reduces Usage Monitor (UMON) Time of addictive substances in FNV Gameplay Overhaul (FNVGO).

FNVGO makes addictions permanent in the sense that Fixers no longer fix addictions but temporarily suppresses your craving for chemical substances.

However, I find it troublesome because as of v0.25, RadAway has been assigned a UMON duration of 108000 (ticks) and a UMON magnitude of 25.

UMON - usage monitor default 108000 = 30 irl hours
1 in-game hour lasts 5 minutes (vanilla =2 minutes)

What does all this mean? The chance of addiction for chems is calculated by Base Chance + additional UMON chance. The higher your Usage Monitoring Effect (UMON) value is, the higher the additional chance for addiction. 

It is important to note that UMON values stack, and resets after a period of time (typically 108000 ticks, which translates to 15 in-game days in FNVGO, or 30+ in-game days in vanilla FNV).

Basically, it means that there is a 100% chance to get addicted after your 7th RadAway. (Yes it also applies to Doctor-prescribed Morphine/Radaway). And considering there's no permanent cure for RadAway addiction now, that means you'll either have to keep chugging RadAway, suffer from withdrawal, or wait for 30 irl hours (15 in-game days) to take your 7th dose of RadAway.

As a result, I removed the Usage Monitor Effect for Radaway, and replaced it with a base addiction chance of 5% instead. I also changed the UMON duration values for different chems, depending on their nature.

The UMON counter now resets after 5 days for hard chems (from 15 days), and 8 days for Jet
5 days = 5 days x 24 hours x 5 minutes x 60 seconds = 36000
8 days = 8 days x 24 hours x 5 minutes x 60 seconds = 57600

For weaker chems, the UMON counter resets after 2 days 
2 days = 2 days x 24 hours x 5 minutes x 60 seconds = 14400

For prescription chems, the UMON counter resets after 1.3 days 
1.3 days = 1.3 days x 24 hours x 5 minutes x 60 seconds = 9360

For alcohol, the UMON counter resets after 3 days 
3 days = 3 days x 24 hours x 5 minutes x 60 seconds = 21600
