These IMO are the most useless armors in the game! I'm not entirely sure what they are meant for, not only is their DT laughable, they are also pretty damn heavy as I recall! Pretty much the same weight as Leather armor which is the most useful out of all of them in a vanilla game.
I think you could easilly bump that DT up to 4 or even 5!
I've always like the way they look, but you're right, they're unfortunately incredibly weak outfits useful only for variety sake on NPCs. I didn't want to boost the DT too high, because at the end of the day they are just a shirt or jacket and not *really* armor.
