Installing with Mod Organizer v2.5.1rc2... tells me the one I just installed is version 1.0 but shows a warning that 1.1 is the latest. Is the mod or Mod Organizer reporting an incorrect version for some reason?
Nothing to worry about. You downloaded version 1 which is the only working one, however the "latest" version is still 1.1. Try checking for the latest version now
Forgot to ask, is there a way to "regulate" the volume. My only issue with it so far is the difference of volume between this radio and Radio New Vegas/Mojave Music where it is much louder.
Testing this with Obscurum Pandemic because it sounds so very approriate for that.
EDIT: it works! The problem is whether or not you like USSR music, which is a different style from the usual Fallout fare. It's even different from the style using in F3's enclave radio.
Legendary mod, I think it should be a general russian 30s to 60s music. Heres some sugestions, change the mod cover to something that can get attention, aesthetics matter.

My only complaint is lack of "takoe chudo/What a miracle" by Eduard Khil, since you're heavy on the Russian Frank Sinatra anyways lol... That one's my favorite, but might be from the '70s anyways.
How could I go about adding that song specifically in there to your radio station myself perhaps?
