Ever noticed how the 13th Floor of the Tops is in such a state of disrepair? The wallpaper is peeling, the walls have holes in them, definitely not the state you'd expect a luxury casino to be in, and definitely not the state that the owner would live in.
This mod fixes this by creating a new tile kit for the 13th floor that should hopefully give it a more "luxury" feel. All of the walls are intact and the main hallway carpet is replaced with the Tops carpet found on the casino floors. This also includes a few navmesh optimizations which likely won't have much of an effect.
Since no markers or triggers were changed, all NPCs and quests should work as expected when using this mod.
