I was able to solve this for my own game by editing the meshes with the "_lod" suffix contained in the "retaining wall" folder (of this mod). Switching off "Has Vertex Colors" under the "NiTriStripsData" in Nifskope fixed the black LODs for the retaining walls for me. I'm just not sure if there are other effects from this I'm not seeing yet.
Anyone experiencing issues with LOD generation or unsure how to proceed, LOD Guide | Viva New Vegas (moddinglinked.com). This guide provides info on how to generate LOD with an updated xLODGen build, and will prevent and fix some of the issues seen below.
Just wanted to say thanks for this, mate. Was wondering why the damn firehouse wasn't loading from a distance but almost every other building I placed in was.
Install with a mod manager?...you sure it doesn't work for me aren't there extra steps. FNVLODgen doesn't find anything for me to select in the check boxes, do I need to install LODgen in the FNV folder or something

Took me a long time to realise why it was missing and track down the fact that someone had already fixed it, thanks to another LODer, Osip1.
